Winnebago County drug court celebrates 31st graduation

Victor Morales said his cocaine addiction began as a recreational activity that quickly became a “stranglehold” on his life. After continued drug abuse and stints of incarceration, Morales was accepted into Winnebago County’s Adult Drug Court Program, a program he admittedly thought he could manipulate his way through in three to six months time.
