WEST BEND, Wis. — A 3-year-old toddler died this month of a massive streptococcus infection throughout her body after several days of neglect during which her mother refused to seek medical treatment out of fear that she would be accused of child abuse and the woman's boyfriend ignored steadily worsening symptoms, according to a criminal complaint released in Washington County Circuit Court.
