This question is a bit loaded. The fact that the incarceration rate has risen or fallen doesn’t necessarily mean that Bush or Obama’s administration is to blame. We do see trends in crime.
In 1971, Richard Nixon implemented the “Comprehensive Drug Abuse Prevention and Control Act of 1970,” but it was basically a continuation of drug prohibition policies that the US had been enacting since 1914. Both Bush and Obama inherited these policies. They didn’t design them. All that said, here is some raw data:
In 2009 (last available data for Bush’s administration):
Inmates incarcerated due to drug charges, State-242,200
Inmates incarcerated due to drug charges, Federal-95,205
In 2011 (latest available data for Obama’s administration):
Inmates incarcerated due to drug charges, State level-237,000
Inmates incarcerated due to drug charges, Fedral-197,050
I am by no means an Obama fan, but I think it’s only fair to note that the population has also increased during this time. From 305-310 million. So you can do the math on the percentages.
