Why Does a First Time User of Drugs Experience a Much Stronger Effect Than a Long Time User?

Question by <3sweetheart<3: Why does a first time user of drugs experience a much stronger effect than a long time user?
For many addictive drugs, the effect of the drug diminishes with time. In other words, a first time user experiences a much stronger effect than a long time user. Why is this?

I know that there body gets used to it after awhile, but i dont know how to explain in biological terms. What happens to or within the cells that causes this?
